Contract and registration · Enna

The contract is written by people who do it for a living.

Sweemy finds you the student. The contract is drawn up by UnionCASA, who also handles the signatures and the registration with the Revenue Agency: a property owners' association with an office in Enna.

Sweemy is not a real estate agency and takes no commission: we point you to a partner, they provide the service and they are the ones paid for it.

Why them

Not just any professional: on one specific thing, they are the only ones who can.

They sign the local rent agreements

Only an organisation that signed the agreement filed with the town hall can issue the compliance certificate for an agreed rent. UnionCASA is one. An accountant, however good, is not.

They know the student contract

The transitional contract for university students is its own thing — six to thirty-six months, with its own rules. It is not a shortened ordinary lease, and it is exactly our case.

They are in Enna

Office at Via Dante Alighieri 1, 94100 Enna: you walk in, you sign, you walk out with the contract. About 48 hours from the moment you have all the documents.

They do the registration

Registration with the Revenue Agency is included in the 10 € per contract. You open no portal and book no appointment.

What it costs, in full

These are UnionCASA's fees, written the way they gave them to us. Sweemy earns nothing and collects nothing.

The owner

40 € a year + 10 € per contract

Membership is paid once per calendar year and is renewed only if you need more contracts. The 10 € apply to each registered contract.

Four rooms, four contracts: 40 + 4 × 10 = 80 € in total.

The student

30 €

Everything included, registration too. And they do not become a member: the card holder is the owner. The student pays, gets a receipt and signs only the form needed to draw up the contract, plus the privacy consent.

3+2 and ordinary transitional

55 € + 55 €

If the contract is not the student one: 55 € for the owner and 55 € for the tenant, registration included. An ordinary transitional contract must state the reason for it.

Listing your place on Sweemy stays free. These amounts go to UnionCASA, for their work.

How much rent you can ask

With an agreed rent, the ceiling is not up to you and not up to Sweemy: UnionCASA works it out from the checklist, that is from what the place actually has.

One thing to know first: the ceiling applies to the whole property, not to the single room. If you rent out four rooms, what counts is the sum of the four rents.

You ask less than the ceiling

You can raise it. It happens more often than you would think: many owners ask less than they could get.

You are within it

You go for the agreed rent, with the flat tax down to 10%.

You are above it and will not come down

You go for the free-market contract: 21% flat tax, and still no registration tax and no stamp duty.

Nobody is left out. What changes is which contract you sign, not whether you sign one.

The tax break, in UnionCASA's words

«With an agreed rent the flat tax drops to 10%, the contract is exempt from registration tax and stamp duty, and the property tax is cut by 25%.»

UnionCASA — Enna office

This is their statement, not tax advice from Sweemy. Your own case is assessed by them, on the documents.

How it works

Four steps. The first is the only one that takes a little patience.

1

You fill in the checklist

It is the form where you record what the property is like: year built, cadastral category, condition, what is nearby, fittings, energy class. Fill it in on the computer or by hand.

2

You take it or send it to UnionCASA

Together with the cadastral record and the energy certificate: at their office, or by email to enna@unioncasa.org. Those go straight to them: no tax codes and no ID documents pass through Sweemy.

3

They tell you the ceiling

The score gives the maximum rent for the property. With that number in front of you, you choose which contract suits you.

4

You sign, they register

Contract ready and registered with the Revenue Agency. This holds even if you have been on Sweemy for months: the checklist is the first step, not a final formality.

The checklist

Three pages. Fill it in on the computer and save it, or print it. It is UnionCASA's official document: the items are the ones in the local agreement filed with the town hall — we did not write them.

If you prefer, you can fill it in at their office with them.

No energy certificate or cadastral record?

These are the two documents most applications get stuck on. UnionCASA has the energy performance certificate drawn up under a partnership arrangement; and if you cannot download the cadastral record yourself with your digital ID, they will get it for you.

Frequently asked questions

Does Sweemy earn anything from this?

No. We take no commission and we are not a real estate agency: we point you to a partner, UnionCASA provides the service and you pay them directly.

Does the student have to become a member?

No. The card holder is the owner. The student pays 30 €, contract and registration included, and gets a receipt. They sign the form needed to draw up the contract and the privacy consent, nothing more.

My place is already on Sweemy: do I have to redo anything?

The listing stays as it is. But if you want the agreed rent you have to fill in the checklist too: without it, the maximum rent cannot be worked out.

Is an agreed rent always worth it?

No. It is worth it if what you are asking is below the ceiling for the property: there the flat tax goes from 21% to 10%. If you are above it and do not want to come down, the free-market contract is still exempt from registration tax and stamp duty.

How long does it take?

About 48 hours from the moment you have all the documents. The time goes on the energy certificate and the cadastral record, not on the contract.

Does this only apply in Enna?

The fees and the rent calculation apply to Enna, because these agreements are set town by town. UnionCASA has offices across Italy: when Sweemy reaches another city, the partner is already there.

You sign the contract there. Listing your room on Sweemy is free and takes ten minutes.
